Have you tried using powershell/cmd?
Is the drive bit locker encrypted?
If not, load up a bootable version of Ubuntu on a USB stick, navigate to the folder and try.
You might have to add an entry in fstab to mount NTFS shares. There's plenty of advice on the internet for that.
If you have already tried and failed with powershell, I don't know anything else personally.
If not, open powershell as Admin, cd to the directory and ls -l to list all files and folders and try rm on the directory or rm the parent directory. (Will lose other files and folders inside the parent directory)
Could you explain why you suspect this?Some hidden process is taking over explorer on this part..try to explore in task manager or process explorer.

Download it from official source or from any trusted website, yet run it thought VirusTotal once, although it might show false positives as it searches for and kills the processes which are stopping you from deleting the folder.
Thanks guys, unlocker did the work..Unlocker is a nice little free app to delete files/folders locked by system. I have used it in the past and it worked great. Note that It is not from IObit and it is virus free.
Also according to this article, you can boot in safe mode and then delete the locked folder.
Make sure your PC is still not infected with the virus, otherwise things will be back to how they were soon enough. You want to download multiple antivirus programs and scan your whole PC through each of them one by one while in safe mode. I recommend hitman pro trial version, malwarebytes, adwcleaner (not antivirus but helps).

Oh, the way your post was worded I thought it was due to a virus as I personally had it have to me before.
Virus did not caused same, extracted a .tar.gz file which had those file names. (must be made on *nix)
