Yeah, it's true mates. In yesterday's newspaper(@ page no. 05 of Hindustaan - a hindi dainik), I found the advertisement of BSNL new tariff for 3g data tariff. It's something like below :-

I have confirmed this from the BSNL 3G Customer service,Patna but they said that it will take someday to implement the tariff, may be in 1 week.
They also said that these plans are same for both mobile and data card.
I also talked about the speed of 3g with them and found that speed varies from 384 kbps to 1 mpbs within 500m from the nearest BSNL 3g enabled tower but in no load u can get 7.2 mbps speed also(i dunno whether they are right or not about 7.2mbps).
I presently dunno have digicam and my windows mobile is also not saving taken photo to storage card so cannot post pic of the adv. of tariff in the paper.
Plz confirm this if it's also available in ur area or not.

But anyhow i have uploaded photo of the 3g tariff table. There is an another table headed as HIGH SPEED GPRS whose tariff is much high-249/- for 500MB and 1699/- for 25GB. But I hope that BSNL understands the difference between 3g and GPRS. Although I have talked to the CC of 3g department personally and they said 499/- is for 3g but we know that how knowledge able are BSNL guys. So plz confirm the plans in ur area b4 taking any connections. Here are the photos.
