PC Peripherals UPS back-up

I have a new UPS that gives me sufficient back-up

time. That is, when there is a power failure the UPS

takes over (like all UPS do). But when the mains

voltage trips for a fraction of a second (not power-

failure and the previous voltage of the mains

continues after tripping), my CPU shuts down abruptly

but my UPS keeps on running. After that, since the

UPS is still on I try switching-on the CPU. But the

CPU doesn't start. And then in order to start the CPU

I have to switch off the UPS and again switch-on the

UPS and then switch-on the CPU, which finally starts

the PC.

Now my question is that-

1. If there is no permanent power failure and there

is just a voltage tripping, why does the CPU shut

down even if the original voltage comes back after a

fraction of a second? (The UPS still remains ON even

if the CPU shuts down)

2. In order to start the CPU why do I have to switch

off the UPS and again switch-on the UPS and then

switch-on the CPU, which finally starts the PC?

Also I have heard that some UPSs can't handle

momentary power outage or fluctuation but can handle

normal power cuts well. It might be the incapability

of the model or of the particular unit.

what about using a laptop in such environments where

the voltage keeps fluctuating momentarily? Will a

laptop also shut down abruptly like my desktop in

case there is a sudden down-surge in the voltage for

a fraction of a second? or is the backup mechanism of

a laptop completely different from a desktop UPS? plz

explain.

it seems like during voltage fluctuation the UPS is not taking over the system load which is resulting in abrupt shutdown. So, this thing seems to be model/make specific.
regarding your second question, I feel you can restart your system but the UPS will not be able to take load of monitor.
Just check when you restart; the system doesn't start at all or only you are not able to get display on monitor?

IN APC you can set the UPS to give backup during fluctuations and also you can do min and max voltage settings on which the UPS should kick in automatically. Check the model of UPS you have along with the software you got, there should be some options to play around.
