URGENT HELP !!! ICICI Debit Card related issues

I have a savings account in ICICI Bank and have a Visa Debit card (HPCL Debit Card) and urgently require a few answers from you guys as the customer care morons are unable to answer the simplest queries and just transfer my call from one department to other.

1. Is the ICICI HPCL Debit Card (Red coloured Visa card with HP logo on it) an International Debit card?

2. Will I be able to make International payments to a company in USA in Dollars, online ? to an extent of $200.

3. I have not registered my card/account on ICICI internet banking portal. Is it necessary to activate it before making any online payment?

4. One of the customer care rep. told me that I have to log in to the internet banking site and give an instruction to the bank, to make the required payment (with reference to point No.2 above). How true is this?

5. The site I need to make the payment asks for the card No. and the expiry date and no other details with respect to the card. (Does not ask for cvv, Verified by visa code or anything else)

6. Also they ask me to register on IRCTC.com and I find no relation between this and the problems that I am facing.

A couple of days back when I tried to make the payment in dollars, I got a reply mail from them saying "The card was declined, please contact the financial institution that has issued the card" and when I spoke to the cust care, they said 'we have no information nor a request for the amount to be debited'. They have tried many times for the payment and every time it was declined.
ICICI Debit card users please tell me what to do. Those of you who use your Debit card to make payment on sites like Amazon.com what is the procedure that you follow other than PayPal.

The card is an international debit card but it can be used online only at sites supporting Verified by Visa. Most of the international sites do not support Verified by Visa hence in most cases it won't work for international transactions.

Since you said, the site doesnt ask for CVV and Verified by Visa, I think it won't work. Best option is to ask a friend with an international credit card to make the payment.

Some payment processors like Moneybookers support VBV, and I have successfully made a payment using my ICICI debit card.
 
please visit any nearest branch & get registered for mobile banking, they take minimum 5 days to do so, once it is done, you are open to do any kind of national & international transaction, ofcourse ICICI conditions apply
 
^ Why do you need to activate mobile banking to carry out transactions? Anyway debit cards can not be used for online international transactions without VBV, activating mobile banking is not going to help him in this situation.
 
i thought international debit cards can only be used at atm's and at stores which have those swiping machines if you go to another country. i dont think they can be used to shop online, or am i wrong?

It can also be used online at any international site which supports Verified by Visa, Moneybookers is an example.

5. N/A since u cannot use it in places where only credit card's are used.

I guess Credit card is the only option here, will also visit the nearest ICICI branch tomorrow.

Do not understand why we have so many restrictions here with these Indian banks, when they call it an International debit card. The rest of the world follows one rule this country follows its own wicked and weird rules with all kinds of restrictions.
 
^Credit card will be the best option. Also if you have an HDFC Savings Account you can make use of the Netsafe virtual credit card to make international payments online.

These restrictions are due the RBI policies, according to RBI all online debit card transactions should be done through Verified by Visa / MasterCard Secure Code. Earlier SBI Yuva Debit card used to work online on international sites too, but now they have disabled it.
 
Ok, here is the update for those of you who want to know.

I paid a visit to the nearest ICICI branch and got to know that ICICI HPCL Debit Card is in fact an international card and limited only to ATM usage and swiping around the world. Other types of fund transfers are not possible including online international shopping.

Here is the new thing with ICICI, they have stopped issuing credit cards in the normal sense. I asked them the procedure to apply for a credit card and the exec. told me that I need to make a fixed deposit of minimum 20,000 rupees and will be issued a credit card instantly. The credit on the card is actually 85% of the amount in your Fixed Deposit and usable through the card.

No Income Eligibility for credit card.
Just open a fixed deposit of min Rs.20,000 and get 85% of FD amount as credit limit. No income check required.
Card given instantly, 4 to 5 days for activation.
Minimum age req 18 years.
Reduced interest rate of 1.99% pm on credit card dues.
Earn interest on the FD at market rates.
Verify your paypal account online.
The Fixed deposit will be under lien with ICICI Bank till the time card holder wishes to continue with the credit card.

Online International Shopping is very much possible at sites which support VBV, I know cause I have done it many times. Although the number of sites supporting VBV are very limited.

Yes, that is a very good option. I have the same card, got the instant card kit immediately after I opened the FD which was done in a matter of 10-15 min. The card was active the next day.

Anyway at the time of taking the card, there was no annual maintenance charges but last month I got a letter from ICICI saying there will be a Rs 500 maintenance charge from now on, although I haven't been charged anything yet.
