Verify config for low-end gaming PC 35K Budget

Hello folks,
Complete noob here, and I need some help.

Been doing some research on a PC for my sister, who has a tight budget of 35K, is a complete non-techie, so she was going to go check out Croma or Dell. I convinced her that an assembled PC would be better VFM (esp. since it will mainly be used by my nephew - primarily for games).

So I've been looking at the reference builds in the PC Buying guide thread, making some mods to bring the budget down. Can someone help by verifying this build?

Gigabyte GA-G31-S2L - 2.5k
Intel Core 2 Duo E7400 - 5.7k
OCZ Vanquisher - 1.2K
Transcend 2x2GB DDR2 800MHz - 2.2k
Palit GTS 250 512MB DDR3 - 7.5k
Seagate 7200.12 500GB SATAII - 3k
Zebronics Bijli - 1.1k
Zebronics Pro Series 450W - 1.5k
L.G. GH22NS30 SATA/Samsung SH-S22F SATA - 1.1k

A few more questions -
1. Do I need the OCZ Vanquisher if I'm not overclocking the processor?
2. How much should I add on for the OS (Vista)?
3. Are there any recommendations in or around Chembur for assembling this? Ideally, my sister would like to give this list of components to someone local and reputable, who will procure and build this for her, and who she can contact if things go wrong, so Lamington Road is out of the question. I would have helped her but unfortunately I'm currently abroad.

Transcend 2x2GB DDR2 800MHz - 2.2k

ATI Raedon 4850 512MB DDR3 - 6.5k

WD 500GB SATAII - 2.7k(Seagate has lots of complaints recently)

Zebronics Bijli - 1.2k

Corsair CX400 - 3k(A PSU is very important when u use a GPU)

L.G. GH22NS30 SATA/Samsung SH-S22F SATA - 1.1k

Altec Lansing VS4121 - 2.8k

Dell S1909W 19" LCD - 6.5k

Samsung Pleomax - .2k

Logitech Optical - .4k

This will cost you ~36k... this is much better balnced setup and will let u play all games in medium settings on a 19" monitor.....:hap2: You dont need a cooler unless you OC ur proccy very heavily.... i.e more than 30-40% of stock speeds....
 
Well I live near Chembur and I know that there are no good shops nearby who can provide you all the components... let alone service it. If at all they agree the cost will be too muh. In ghatkopar there are few shops who can some what do the work. They are basically branches of their shops in LaMINGTON road.
