very low voltage. Best solution?

Hello. I moved in to an area that has very low voltage. Average voltage is between 160-170. In the mornings, it goes as low as 130V. Due to this, I am unable to use my microwave- which can use upto 2300W. Cooking using induction is also very slow in the mornings. For the rest of day, the voltage never crosses 180.

Is the problem with the electricity provider or could it have something to do with the meter and the way the wiring in the house was done. My owner says he'll get an electrician to change the 'line'. Am not sure what that means. Will it help?

Can I fix this issue by buying a mainline stabilizer. I found V Guard VGMW 500 5kva. I need it to be able to run a geyser, induction stove(max 2000W), microwave(max 2300W). 32 inch TV, a fridge, 2 fans, 5-6 27 W lights, an Xbox and maybe a few more items later on. The induction and microwave won't be on at the same time.

Please help. Heating a glass of water can take more than 15 mins in the microwave sometimes.
