Video calling on Android phones

I heard that Gingerbread and higher versions support video chat through VoIP- provided the handset has a secondary camera. Many of the Froyo and Eclair devices (Like HTC Incredible S) are found to have a secondary camera- though the software version does not support video chat. Then what is the purpose of that secondary camera? Is it only for clicking self portraits? Or we need to upgrade the software to Gingerbread to use the secondary camera?

2. I wonder why none of the Android versions (not very sure) is supporting 3G video calls. A very few devices such as Samsung Galaxy Tab (Froyo) is supporting 3G video call, due to some software enhancement done by the device manufacturer. 3G video calling feature is a much desired feature for most of the customers. When many of the other OS are supporting that feature, i feel it is a drawback for Android.
