PC Peripherals Voltage problem?

So I recently installed Everest to check temps etc and I noticed something ,check out the pic and the 12V rail.



+12V rail is only being supplied 9.77V
I guess this is not normal?

My config is: Athlon 2 X2 240 stock, MSI 780G mobo, 1 GB DDR2, Sapphire HD4670 stock, Powersafe 450W, 500gb hdd.

Should i replace my PSU? will a Zebronics Pro 350W be enough for my config?
 
If you are replacing the PSU, get the seasonic 380/corsair CX400 atleast, but before doing that, check out the actual reading with a multimeter if possible, everest results aren't always accurate.
 
Softwares reading are ususally incorrect, However MSI's own voltage and temperature tweaking utility might give accurate figures.

Give it a try..
