PC Peripherals Want recommendations for A specific rig

I just bought myself a frickin' Samsung2033sw but found to my dismay that my old rig is unable to harness its full potential. Thus I'm planning to buy a new rig with certain specific constraints.

Constraints:
1. Should be just sufficient to play 720p movies without any glitch
2. Should be just able to play these games on high settings on a 1600*900 resolution - (Farcry, FIFA '07, AoE, DotA, GTA San Andreas). Well my knowledge of games is as old as my rig (~3.5 yrs). So if you want to suggest anything on this front, u're welcome.
3. I will have to download most of the stuff at night and thus I will prefer a system which consumes the least amount of power while doing so (only downloading, monitor off). I'm including this point as I have heard that some GFX cards consume very less power when idle. Also my rig will draw power from my UPS in night case of power-cuts (which are frequent and extend upto 1 hr)
4. I'd preferably have the sound card separate(please elaborate the pros and cons of this, wise boarders)
5. Cost should be minimum :)
My primary intent for this rig is to watch HD movies and play med-end games. As I have been out of touch with the gaming world, I don't know what good gaming benchmark to put so please add something on that if u can.

Also I dont have much idea as to how OC works apart from the fact that it increases CPU freq. So throw in a line or two about that as well, if that can be an important factor in deciding the rig.

I may be sounding a little demanding here :P but I have been through numerous 'suggest a rig for XXXX' pages and I totally get lost between all of them rigs without understanding the true power of any of them.

P.S. How do u guys decide which proc to pair with which mobo and gfx card. Is there some kind of metric by which we can see whether they'll work perfectly with each other without any bottelenecks or is it just some famous combos.

Personally, I first decide the monitor I would use and the resolution I want to game at. Based on that, I pick the most VFM graphics card. Then pick the cheapest processor/motherboard combo that will not bottleneck the system. :ashamed:

Gpu hd 4770 @ 7k or gts 250 @ 7.5k
Psu Corsair vx 450 @ 4k
Case cm elite @ 2k,
K/b & mouse @ .6k
souncard asus xonar @ 4.2k..'

Imo it is wise 2 shift 2 ddr3 platforms and stay future ready and Amd 720 proccy is a hell of thing 4 ocing and can go up 2 4ghz...'
Still if u want a ddr2 platform then go 4 Amd phenom x4 9950 b.e proccy @ 7k...'
 
Ok, thanx a lot. Any word on the power consumption though? Also won't the 7.5k GFX card be an overkill for the kind of games I want to play.
 
on HD4770, ive tested Farcry2 and Burnout Paradise on 4xAA with 1369x768 19" Samsung LCD..and it was giving good frames

its a good card and will let you play all the current games...
