Weird internet Slowdown

I have a AMD x4 phenom
4gb ram , 1.5TB HDD and Local 600w PSU ( i knw , iam getting a upgrade soon :D ) , 2MbPS local ISP

My system was running Great till now.
but from Last two days When iam trying to access the Internet ( through browser - note : any browser) Websites are taking a hell lot of time sometimes almost 2-3 minutes , even google is taking 1-2 minutes..
While this is the case Through browser , downloads in same browser and Downloads via torrents are on their regular 100- 120 kBps speed
and i have a asus Wifi router - through which i access internet in mobile and my tab .. speed is also good via the Router..
iam not understanding why its behaving so weird Through Browser

i have done Full system boot-time scan ( avast , my tried and tested mate from 5 years)
Registry cleaning , Hijack this (cudnt see any suspicious files ) , booted into safe mode and De-fragmented , disk checked .

Still no Help , Would love your Thoughts and Inputs on This

Have you tried changing DNS ? Please change them to 8.8.8.8 and 8.8.4.4. This can be done either on your router or your lan card. Change them and have a look at the browsing. Also i would recommend that you have a speedtest done. to do so, goto Speedtest.net - The Global Broadband Speed Test and do a speed test and give the link here so one can understand if you have a bandwidth or other issues. I would also recommend that you clean up your cache and temporary internet files so that browsing becomes faster and also that you flush your DNS. To flush your dns, goto start, run, type cmd. when the command prompt opens type in ipconfig/flushdns
Once you have flushed your dns, i want you to register the dns, to do so, go to start, run, type in cmd, when the command prompt opens up, type in ipconfig/registerdns
Please reply back when you have done these.
 
i did the Speedtest getting 2.63 Mbps Dl and 1.63 Mbps ul speeds with 45 MS ping ( unable to put up screenshost coz of this idiot problem )
as my ISP has a getaway (needs to login and use ) unable to change the DNS from the one they specified..

Hi,
so you have a login page ? do you use 24online or something?

You can still change the dns, go into local area connection and change the primary and secondary dns to 8.8.8.8 and 8.8.4.4
