So my laptop is dead, it does not boot. I have been told that motherbored is dead. So I am thinking HDD is fine. Now i need to backup my data to external drive. What will be the cheapest option (and how much will it cost)?
I am thinking of buying a laptop-hdd-to-external-hdd/USB cable connector or something similar and backup data somehow, instead of going to data recovery service. Any suggestions?

You cannot connect one hard disk directly to another hard disk using just a cable.
A hard disk cloner might work, but most need a PC.
Standalone cloners are expensive, like this > http://www.addonics.com/products/hdus325dx.php

Instead connect it to a PC.

If its a 2.5" SATA drive, you can connect it directly to SATA power/data cables.
If its a 2.5" IDE drive, you can get an external casing.

I opened the case. It is a SATA drive (WD Scorpio wd2500bevs).
I have my friend's laptop with me (if that will help). I do not have a PC. Now what?
Is there some cable like SATA to USB so that i can plug this drive into a USB port??

why do i need a casing? I wire should suffice? I searched fro casing. They cost ~350Rs. A wire should be available for 50-100Rs. No?
Also will this laptop sata drive require external power to work?

Sata casing is available for around Rs.300/- .Otherwise go to any friend's desktop and connect it to the Sata and Power cable and just copy your files...
