What exactly is the Jeevan Sathi plan from MTNL ?

I was going thru the tariff plans for MTNL at :
Tariff
when I noticed the Jeevan Sathi Plan.

There's no monthly service charge. Why would anyone opt for any other plan, for eg Plan A which has a service charge of Rs 250 with Rs 100 as free talk value ? Am I missing something ?
 
Jeevan sathi is life time validity card. Like any other lifetime prepaid card for Airtel etc. So only need to top up after recharging with Jeevan Sathi :)

Not exactly. If there is no service charge, wht would some one choose any other plan ? Another eg : take Budget Plan F, there is a monthly service charge of Rs 100 ?- why would anyone choose Budget Plan F if the Jeevan Saathi Plan is available ?
I'm sure there is a condition/catch somewhere. Maybe this Plan only applies to a second connection, or maybe you need to be a Gov servant or something.
 
I have this plan buddy ... even on a normal top up you have service charge ... so its not as if later on you'll get to make phone calls for free ...
 
I still don't get it.

what is the difference between Budget plan f and jeevan sathi ?

if i opt for the jeevan sathi post-paid plan ( i think it's called Dolphin ) and i make say 20 30-sec calls in a month what would i be billed (total)? if i had opted for the budget plan f instead, what would i be billed (total)?
the way i understand it, in the second case i would pay Rs 100 + what i would pay in the first case.
 
Jeevan sathi is not a dolphin plan. It is a pre paid card ... which when used will allow incoming calls free for I think 5 years, with minimum 1 recharge in 6 months. I don't know why its on the dolphin page. Anyway, the MTNL website is full of $hit
