Budget 10-15K What is clean esn? Need phone from US.

i wish to get a used mobile from usa.
however i have a few doubts..
what is clean esn?? does a clean esn phone be used in india as a simple gsm phone??
or it has to be unlocked before use??
how much does unlocking charge??
can i get a clean esn phone and unlock here ??
please help

1) Afaik, ESN is a number required for activating CDMA service from network providers, for example if you get a CDMA phone from the US, to activate it on Tata/Reliance networks, you need to provide them with the ESN number and they will do the rest.

2) Clean ESNs/Bad ESNs don't matter here in India as I believe manufacturers are able to activate them regardless of the ESN without issues here.

3) ESN/MEID means CDMA :p

4) Dunno about unlocking. But basically the process is what I've written in (1).

Remember any phone which has ESN, Sprint, Verizon, MEID (as example) written on it means its CDMA. However, there are certain phones like the HTC Droid DNA, HTC Rezound, Motorola Photon Q (examples again) which are world phones ... meaning they are CDMA+GSM (CDMA primarily).

so i was thinking of getting a rezound i.e. my friend would get it when he comes to india next week.. what things should i look for ..if its a clean esn . can it be unlocked here ??
how much charge for unlocking?? also
