Whats the best proggy for webstreamin?

Hi peeps,
I was trying to set up a philanthropic orgs webstream for webcasts. But I dont want to do it on a service provider like live stream etc...
Is there a app which will allow me to web stream on their website directly. Someone ssaid that I need a fixed IP address first. OK
Now is that true ...and do u know which proggy will help me?

Try ustream.tv
You dont require a static ip, just create an id and you are ready to host your webcast on their site.
