Which is my correct ip and are the ports blocked?

After dumping reliance wimax, i am back on pacenet from my local cable op.
Its a PPPoE based dial up connection.
The connection is pretty good and i've had no downtimes so far but apparently i am confused regarding the correct ip and the status of various ports.

When i have used websites like whatsmyip.org or even speedtest.net i get an ip starting with 203.xxx.xxx.xxx but when i used ipconfig i get an ip 210.xxx.xxx.xxx
with the DNS servers being 203.xxx.xxx.xxx

I am then guessing that the true external ip is 203.xxx.xxx.xxx ?

Then coming to utorrent even though i get the green tick which means that the connection is fine but when i check if the port is forwared correctly i get the 203.xxx.xxx.xxx ip and the error msg saying the port is blocked!

I tried a few sites which check for open ports and i got the same thing, ip as 203.xxx.xxx.xxx and ports blocked!

Then i tried emule, i got the green arrows at the bottom for both e2dk and kad networks and when i checked if the ports were open through emule itself i got the ip as 210.xxx.xxx.xxx (same ip as i get thru ipconfig) and the status of the ports as open!

So i am really confused which exactly is the external ip and are the ports really blocked?
 
203.xxx.xxx.xxx is your client IP provided by your ISP & it is for Worldwide &

210.xxx.xxx.xxx is that IP that You given & it is only for Local
 
^^ windows says client ip is 210.xxx.xxx.xxx for the PPP link

also the local area ip is 172.xxx.xxx.xxx
 
how does IP help in port forwarding? I thought all ISP in india provide Dyanamic IP, so we only have to worry about forwarding the ports and not about IP right?
