Which Laptop to buy for < 40k

CS and TF2 are anything but light gaming. Maybe, you should look into Sony Viao, as Dell would not be in your budget.
 
You can go for VAIO EB24, it has i3@2.26GHz cpu and ATI 5145 graphics card which is more than enough for occasional gaming.Also, Its matte black looks will suit your office setup.Also,you get a targus laptop bag free with all vaios.

You can go with Dell inspiron 15R with the same specs as above, even the graphics performance of ATI 5470 and ATI 5145 are nearly the same and you can even customize the dell according your requirements But dont forget to add DELIVERY CHARGES of Dell after finishing customizations as the delivery charges are excluded on the displayed price, so add 1k to the final price and also they dont provide free laptop bag.Here is the link for both the laptops:

I had always attributed Sony Vaio as overpriced products, but I was really surprised to find out about the Sony Vaio E series. They are excellent value for money, looks are awesome and the keyboard is just beautiful!

For about 36-38K, these are amazing value for money.

only downside with vaia is it gives win 7 basic ( I don't know if the allow to upgarde the OS ) , if thats not an issue i would suggest to go for it.
