the new IPB looks darned good although vbulletin has one of the largest communities around. Unless there is some sort of commercial viability for your forum or a way to recover the incurred cost, i would suggest some free options like phpbb3 which you can try as well.

vbulletin, infact i've stopped searching for non vbulletin forums..

vBulletin is the best so far, IPB & others don't look so mature. Maybe good for startup forums.

vBulletin, mainly because majority of forum users are used to its interface, hence can easily interact.

No script is 100% safe. But paid scripts have good support, and release security update asap if needed.

I will also vote for vBulletin. Lots of free plugins at vbulletin.org, easy to install plugins. Forum users are also used of vbulletin interface, as it is most used forum script.
 
vBulletin used to be miles ahead of IP Board, however IPB3 is nothing short of terrific.

Also, vB4 doesn't look all that great - especially when you consider their prices, IPB is a clear winner for me.
 
Considering the way vbulletin is being handled now, you might be better off with IPB. Usability should not be an issue since VB has a roadmap of ripping every look and feature from IPB.

Dont go by public opinion, try both software yourself. Though vbulletin has two things in its favor, its cheap and has a good developer community at vb.org
 
If you want a free alternative I'd recommend Simplemachines. But then again it depends on how large the community will be. I had a small community and SM was an absolute delight to work with.
 
Right now, vbulletin is not worth investing your money in.

What you will get is a "alpha" software that is frankly being marketed as gold. There are major issues with css and the code is neither here nor there (in terms of full oop). They are constantly changing the base code itself so its hardly something you want to code for.

IPB is a lot better, stable and has a great developer team(same isn't true for vbulletin right now). More than anything else, some of the features that IPB is introducing like Nexus are pretty awesome.

Its your personal choice in the end. vBulletin still has a great coder community(a bit bigger than IPB) and is still a forum of choice for most big boards. Having said that, you need to give IPB a look and then decide.
 
I vote on IPB. It really has some dandy plugin features. And the community-contributed add-ons are simply amazing, if you find the right places. It's actually fun to manage it. :P

But, I haven't had too much experience with vB, so can't say anything good/bad about it.

And when it comes to "safety from attacks", I personally think vB must be more secure taking account of the amount of hacked IPB boards I've seen.
