Which program to make animated GIFs?

Can anyone advise me some program to create animated gifs?

a simple and basic application : unfreez

drag and drop the images into application ( preferably of same dimensions ) ...

That only is taking GIFs as input. What about still images, and then creating a GIF.

^ use irfanview to convert into gif to keep it a simple project
