Why don't you try Airtel?? Their 256kbps unlimited(no FUP) connection costs 799/mo and 512kbps unlimited(no FUP) connection costs about 899/mo
They have lot's of plans. Check out Mobile Prepaid, Broadband, Postpaid Mobile, DTH Services in India: Airtel for more plans.
Just fill up the "contact us" form on their site and they will call you up winthin 3 days.

Yep since no MTNL is there, you will have to make do with Airtel only.
