Which USB Data Card to buy ? (Hardware + Service)

Hello folks,

My internet is down from last 7 days due to lightening on last Tuesday. In between I had very important things which were hampered. This generated thought of a Backup/contingency internet. Currently I have 2 wired connections, both stays, as follows.
Tata Indicom -2800/year - 2Mbps - 275 hours (this one is for all my downloading stuff, gives around 1-1.8-2.3MB/s :P)
Local Cable - 2400/year - 10Mbps - 40GB (idle for my surfing needs and WiFi for cell phones at home)

Now with total cost of 5200, I have max ~2K to spend with (lower the better) for USB data card which provides speed of at-least 2Mbps and data limit of 10-12GB/year.

I have checked out BSNL plans available here. They are quite attractive and budget friendly.
Prepaid:
1251/year - 9GB - by paying extra 600 I get a 3.6Mbps dongle from them.
2300/year - 18GB- by paying extra 300 I get a 3.6Mbps dongle from them.
So in all 1850/2600 for dongle + 1 year service(9/18GB)

Post Paid:
1404/year - 12GB - (its actually 140/1GB/month but if subscribed for a year, 2 months' charges are waived off - not sure if 12GB data have validity of a year or 1GB/month and no carry forwarding)

I m not sure how much speed BSNL 3G gives. Due to which not sure, which dongle to get i.e. 3.6Mbps, 7.2Mbps etc.

Also I m not in favor of CDMA service providers.

Do suggest me about hardware and service providers for my needs.

In mean time I had called BSNL. Reply I got was you buy at your own risk. We do not guaranty about 3G speed/coverage. :eek:
