Who is laying(installing) optical fibre lines across steets of mumbai suburbs?

from the last three to four years all of us in mumbai by now have been used to see the optical fibres been installed across the road using the street lights.
but off late i have noticed that the optical fibre lines the cable across many roads have multiplied manifold.
by right of property the street lights belong to Reliance. so whats the actually the plan for Reliance communications:S
I've been hearing from many years that reliance was planning to provide end mile fibre optic connectivity with bandwidth to be atleast 10Mbps:ohyeah:. but been hearing this since long.
so is reliance really planning some thing like it or they are just rumours we hear from a long time?

was confused where to post it so posted it in general talk . just curious .:)
 
Let them atleast come in domestic wired market 1st then comes end mile stuff.

They have huge chunk in corporate customers, those OFC gives 85 Mbps to corps.
 
OFC is not only for providing broadband...but mainly mobile services!

I'm sure Rcom is laying more cable to meet the needs of growing mobile subscriber base.
 
Errr..could it be the Indian Army ... thts what I saw here in Delhi. No kidding. That was something like 4-5 years back though.
 
The curiosity was because i have seen a lot of demarkation of bharti, reliance and tata ofc as covers of underground pits, plus these cables layed on street lights seem to go no where i.e. Run parallel.
Also guessing that ofc cables are expensive i see heaps of them lying around the roads or tied in loops at certain junctions .
Thus the curiousity.
