Why adf.ly websites no longer accessible??

Why adf.ly websites no longer accessible from India?
Or is the case with rest of the world as well?

I tried popular proxies but still such sites arent accessible.

Any other way around?
 
Once,a few months back while browsing i got a message that it was "blocked by Gov of India - Dept of TeleComm"
Right now ad.fly is down.
 
Yes I know its been blocked but whats the actual reason for doing so?
Rarely some links open via kproxy etc. but off late none of them work.
