Why this tracker announce difference between qBittorent and Transmission?

Same file:

For qBittorent I see this and it downloads at 40+ KB from 1-2 peers.

Transmission daemon sees this and does not connect to aor download from peers. It just stopped downloading suddenly for no reason.

Is transmission so bad now that it cant even connect to trackers that are working?
