Why utorrent not capping the upload bandwidth ..??

I have set global as well as individual bandwidth caps on the upload at 25KB/s, yet utorrent is not capping the upload bandwidth :S I am on bsnl 3g.Earlier some hours back I was on bsnl dataone and the caps functioned properly then.Its weird.

Have a look at the screenshot.

first thing your port forwarding doesnt seem ok (check the orange warning symbol in the bottom right of utorrent)

second again take another snapshot with speed interval of 5 sec and post 1 sec interval doesnt give proper idea and dont check immediately after starting utorrent wait for say 15-20 min than take snap

The UL speed in that screenie seems to be below the limit set.

^ The moment the screen was taken the upload speed at that time was lower but it used to rise up at times. I think its some problem with utorrent and its settings.These days its not following the scheduler. I guess my utorrent has got screwed.
