WiFi Router with Efficient Control

Following is the setup I'm having:
Tikona's Wireless broadband coming to my place and as a service end point I get a LAN cable. Now the cable would be attached to a WiFi router so that the Internet connection is used simultaneously by 4 or more users. What I need the router is to do the following:

  1. Be able to login into Tikona's web portal in order to start the session.
  2. Provide an efficient QoS setup so that I can give higher priority to HTTP traffic in comparison to Torrents and all
OR
A MAC/IP based quota management system so that the bandwidth can be evenly distributed amongst the systems registered and connected with the router.


I know a system setup as a server can do all of the above the task but I want all of this functionality to be handled by the router itself.
As this si for domestic usage, the budget is around 3-5K.
Please suggest something that fits the bill of requirements.
 
No router can emulate the Tikona login for you. (atleast not on stock f/w)
You can ask for a static IP from them which you can:
1) Configure in your router.
2)Access from outside as a public IP if you set up a ftp
3)Get rid of logins/ freq DCs.

Qos can be setup with most of today's routers. I use a Asus wl 500 gp v2 router. which I even used with Tikona as a FTP server by attaching a HDD to the router.
