I travel often and use local SIM cards in Europe. Will the 2G/3G bands be a limitation. What exactly do those specs mean anyway?
 
HSDPA & GSM are the network protocols while the numbers that follow are the frequency band in which services are provided. Initially, different countries operated at different frequency bands (kind of like 110v vs 220v).

Of late however, most countries have service providers in multiple bands (plus handsets also support multiple bands). The idea being to support roaming.

Long story short, you shouldn't have any issues. (GSM 900 is one of the most common bands worldwide)
