After going Back & Forth by installing chipset driver, only one USB 3 port alive and sometimes that too unable to realize even 500GB 2.0 External - (Eject and ReLoad by itself in a Loop) I finally opt out this product (during Lightning Deal)

And Everything is now solved - Motherboard's own two USB3 port remain same Dead / Unreliable under Windows 10....with this new extension board I can use my old Power USB3 HUB as well which is nowadays unusable as this driver issue - There is NIL Issue.
The Above Data Flowing Through 'Evo SSD -> PCI x1 -> Above USB3 Extension Board -> Transcend TSHUB3K Powered Hub -> ADATA HV100 2TB HDD'
I post this info after several Windows Update installed - Looks like nothing will going to change as (I think) that extension board comes with its own driver software.
Now I can move a huge chunk of Data between 2 external HDD without copying them to my computer's internal HDD.
Finally, I solve the slow data problem (As I Hope So - Not Sure)
