From what you have mentioned that as soon as you completed the installation of the OS the very next reboot to boot your OS, it went into this problem. (This is what appears from what you said)

If this is the case then after the Post(Power On Self Test) immediately start hitting F8 and you will get boot options.

From boot menu first try "Disable Automatic Restart at System Failure".

This should give you the error at which the OS restarts.

The error should be self explanatory. But if you can't understand just post it here and will try helping you out.

Then try booting in Safe mode. If it boots then

Go to Start>Run>eventvwr

This will open event viewer. Check in Application and System Logs for any error events. Copy them and paste in this forum. Will try help you figure out the cause.

You can also try safe mode with networking from boot menu this will give you internet connectivity to access websites.

Generally a clean install of OS causing this problem is most likely a hardware issue. But you would want to check the hardware compatibility with Win7 from manufacturers website or from Microsoft HCL(Hardware Compatibility Labs) website.

Other way is to Install XP and then download and install the Win7 upgrade advisor. It will scan your hardware for compatibility issues and give you a report.

EDIT - If you have overclocked your system then first get it to default settings in BIOS and then try booting the OS.

check your biostar website for full CPU support list for ur current CPU,also for any bios updates if available. If all things are OK then there will be some hardware issues or something else. TO check u can install WIN XP sp3 (with SATA).If again fails check each hardware part on oder, 1.SMPS.2.RAM.3.Board etc.

post ur observations here.

Okay The above 2 may not be very helpful cause 1) there aint no safe mode option available in 7 cause i tried it.

This is happening cause of driver issues. Try to reinstall the OS. Lets see if it helps.

Also try the startup repair from windows 7 disc.

^^ THere is most definitely a safe boot option in Windows 7. You are unable to boot into safe mode probably because:
1. Timing in pressing the F8 key is wrong - IF you repeatedly miss safe boot options especially when you have just one OS installed, you could try this - Go to advanced system settings in Win 7 >> Startup >> Time to display OS >> Change it to around 10 seconds.
2. Using a USB/ wireless keyboard - Probably the kb isn't recognized before complete boot.. You could try a PS2 keyboard.

Another option is to enable safe boot by running msconfig and system configuration settings.

With regard to the OP's problems: Please do as tush has mentioned and try to get to the error message. Even I feel that this is most likely a hardware issue. You mentioned that this was a newly assembled system.. In that case, I will most definitely test the hardware for faults. Easiest to test would be the RAMs - Run a memtest and check if the RAMs are ok.

When i was getting tossed around by windows 7 when i tried to change my mobo and when i was pressing f8 i got only 3 options.

Restart windows normally

Restart with Last known Good Config a

Startup Repair

Strange. Pictoral reference to what I get as startup options.
