Windows 7 Basic Colour scheme problem

Hi. My friend recently bought a Dell Inspiron laptop (Intel onboard graphics) (I don't remember the model number). It comes with pre installed Windows 7 Home Basic.
The problem is that, the colour scheme gets changed to Windows Classic, the start menu and the taskbar look like those of Windows 98. If he changes it to Windows 7 standard, it changes. But if he restarts his pc, it goes back to Windows 7 classic scheme.(aero theme isn't available in windows 7 home basic) What may be the problem? Thanks in advance.

Thanks. Windows validation hasn't been done as he resides in a hostel. Aero themes aren't available in Windows 7 Home Basic BTW.

some program that gets loaded during startup is not compatible with windows 7 visual themes. so it goes back to old windows xp like theme. try using newer versions of software if possible.

May be you have to tell your friend that activation can be done telephonic too. (tollfree numbers)
