It's Windows 7, pc is new, what more info is needed?
The model of the mouse,
what work were you doing ,
does you complete pc stutter when this happens ?
Wireless mouse are very prone to imput lag were you gaming ?? That might explain this
Also Try reinstalling drivers and setting priority to high in task manager.
