PC Peripherals WTB a PC for 10K+/-2K

I'm thinking of buying a PC in 10K :p it'll be used basically for browsing some html,java,c++,oracle and flash games. The PC will be used by my sister so should be stable enough. Are there any branded Pc's available for this price and are they any better than assembled.

The PC should include everything except:
Speakers
Keyboard

Buying it just to get rid of my sister sitting on my Comp.

Branded Pc's will never be available for those Prices & they will be costing Rs.5,000 to 10,000 extra than Assembled, they will include the cost of Windows OS, u can get Linux OS & Apps. for FREE.
