Graphic Cards WTB Graphic card 7k or below Online/Shop

My old graphic card died HD 5750 XFX i buyed in 2010 feb , till now i it was giving me ok performance for farcry 4 /AC4 /Roughe etc in my Benq G2220 HD monitor , now for few days its giving me issue like no display (initially sometimes i was able to enter bios , but wile loading os it says no display , etc

I did full reinstall but it was showing standard graphic , and it was showing no graphic hardware while installing driver , then later after restart no display , but when i checked with mobile , i was able to access public share on my PC , which means Display is not working

So kindly Suggest graphic card -From AMD (prefer) and also Nvdia

In above thread it was suggested Radeon 250. but on chking comparision it says HD 5750 is better , is it really true ? hard to believe cause i am comparing my 5 years old card i purchased back for around 7k in old days and comparing it with present days Graphic card

R7 250 x says it have
Video Codec Engine , does it give any good real world performance when encoding video ? normally almost all latest generation cards using CUDA , some popular encoding software support CUDA , so now VCE give better encoding performance than cuda api ?
 
The 250 is a rebadged 7730
the 250x is a rebadged 7750
the 260 is a rebadged 7770 ->750ti is the nvidia equivalent
and the 260x is a rebadged 7790
If you can, try to get a r7 265 (it's a rebadged 7850) which is a huge jump over the 77xx series but quite over your budget (~11k)
