I tried contacting the dealer for paypal. He said that that Xiaomi does not accept paypal. I was wondering what does Xiaomi have to do with the phone purchase mode since this guy is selling the phone from his site.

Be careful with Western Union / Money gram.

+1 to this and iknowledge's advice, if that is the only method of payment, dont go for it. It is so bad, that ebay themselves have banned using these services.
