Extract themes into C:\WINDOWS\Resources\Themes\*ThemeName*
Just make sure the themename folder is named identical to the *.theme file residing within and there are no duplicate folder trees being made within.
Then your themes should show up in Control Panel/Display Properties/Appearance Tab/Windows and buttons dropdown list, and theme styles will be under the Color scheme dropdown list.
