I feel that the current rules are fine, if a new member has to immediately ask 3 dealers for quotes the moment he joins up then too bad. If he isn't a low-baller or something then I'm sure he can post in the market and get it done.
35 posts is easily doable, even with posts that actually say something over say a couple of weeks and its nice to have a bit of exclusivity for members who have been active on the forum than someone who joins up just for the deals. In fact that might even help the user himself in finding better deals.
On the other hand, it would be a really bad and unfair to the rest of the community to close the market section just because some person is trying to bend or break the rules. TE and other forum market sections help a lot in bringing in good deals, hard to find components as well as in avoiding the squeeze put be local dealers especially in smaller cities.
I'd say even the General Talk section should be closed for new members till some post-limit as it is more of a community lounge than anything else.
I too think the 3600 minutes rule is a little excessive. Imagine getting a quote or getting a reply to a quote and then waiting for 2.5 days to reply and then losing the sale.
