So your real output should 10-20% of that or 13 - 26Mbs instead of 8Mbs

Have to get those resend errors down. It's quite odd to see this at the LAN stage as your post #3 shows. The actual internet connection is fine.

Your link speed does not suggest a weak signal. 130Mbs is optimal for a dual stream 2.4Ghz signal

Are there any g devices in your wifi network. Could you disable any other wifi device and leave it to just your laptop & router and check if error count changes

Seems the issue is with the TP-Link TL-WN823N 300Mbps Mini Wireless-N USB Adapter and it was limiting the speed possible.
Just tried a cheap 450 Mbps realtek usb wifi 802.11n card ( Got it for 270 Rs from Amazon https://www.amazon.in/gp/product/B07N8B1NBJ/ref=ppx_yo_dt_b_asin_title_o04_s00?ie=UTF8&psc=1 ) and getting 22 Mbps consistently.
