First thing you should sell your GPU and get 3070
You can sell your 2600 and get 5600x or other used.
Sell RAM and get used higher frequency RAM
If motherboard is not faulty then it doesn’t improve your system vastly by changing it.

What is the FPS that you are getting in Valorant and CS:Go. From youtube benchmarks, GTX980 gets more that 200 FPS in both the games. If you too are getting 200 FPS, it is better you get yourself a high refresh monitor from your budget of 20K.
If you would not play any modern AAA games, you can keep the 980 but you'll soon need to upgrade that too. Buy a cpu that you think will not bottleneck your future GPU. Something like a 5600x cpu will be able to run with a gpu upto a radeon 6800xt. A good b550 motherboard wont run you more than 12-13k new and higher frequency ddr4 ram 16gb will be under 5k new. Also consider getting a 240hz 1080p monitor considering you play csgo and valorant.
