Speed Problems

i have a problem with my internet connection. I paid for a 2 mbps plan (not much i know). the upload speed is fine but the download speed is just 1 mbps on my pc. Whenever i do a Speedtest on my phone, it comes out as 2mbps but its much low on my PC. Is something wrong with my PC or its the ISP's fault?

1- test speed on fast.com
2- what software are you using to measure speed in PC? Try downloading 10-20MB file directly from a website. Example, download an installer for MPC-HC from its home page or load an album in Imgur.com. What speed are you getting there?
3- if you still find speed to be slow, call your ISP and ask them to troubleshoot it.

tried downloading a 1 gb file, and the download speed doesnt exceed 130 kBps on PC, its even less on my phone although it shows 2mbps speed on the speedtest app...
i think something is wrong with my ISP...

1.2mbps its not .8 mbps i pay for 20mbps and get between 1.5-1.8

its normal i guess
