0-20k Please suggest a config for Video editing PC

I was editing videos on my laptop using davinci and windows movie maker but now its broken and need something better . I have few doubts, which of the following would be a better option for editing videos with davinci or premier in full HD.

i want to limit my spend on processor + gpu in 15000

1. Intel i5 9400 + built in graphics
2. Ryzen 3500 + under 5k nvidia card

Will the intel system provide smoother editing and rendering over a ryzen 3500 with say gt730 4gb card ? will the intel quicksync perform better than nvidia acceleration ?
 
Only the newer Kepler based GT730 have NVENC encoding. I would say go for ryzen 5 3500 + NVIDIA GT730 as NVENC has better picture quality compared to quick sync. Also if you decide to go software encoding route then Ryzen 5 3500 beats i5 9400

with 20 k in hand search for used cabinet with everything in it ,as in 20k you qill obnly get processor board and maybe a ram

Rather than looking ryzen 3500 you can either gor for 3300x no inbuilt gpu or get 3400g

Which one is a better option 16gb 3200 or adata gamix30 3200 . And how is the antac atom PSUs.
How many watt psu is needed if I upgrade to 1660
