CPU/Mobo Need to buy Processor and CPU cooler

R3 3100x
8 Gb Corsair 3000 Mhz
MSI B550 Tomahawk
GTX 1060 6 Gb
500gb crucial mx
250gb 970 evoplus
2tb WD Black
Antec nx800 (The case has 5 120mm rgb fans and 2 led strips )
Corsair H45

Antec eag Pro 650 watts

Want to buy the 3900x(1st pref) or 3800x
waiting for 8th oct.
also will be upgrading to rtx 2070 or rtx 3060 in jan/feb.

Will the SMPS be able to handle proc and graphic card.
Will the cooler be able to handle the proc or do i need to change that as well ?

Will be working on unreal engine and graphic intensive workload.

I believe the SMPS will be able to handle the load, given that

RTX 2070 = 180w (1)
AMD 3900X = 105w (2)
2TB WD Black = 10w (3)
970 evo Plus = 5w(4)
500gb crucial mx = 11.19w (5)
8 Gb Corsair 3000 Mhz = 5w generous approx (6)
MSI B550 Tomahawk = 50w generous approx (7)
Corsair H45 = 5.4w (8)

Total Load : ~380w rounded up

380w is about 59% of total capacity(650w) and I believe your smps is gold certified so you can expect about 90% efficiency and you have plenty of room to grow.

regarding the cpu cooler, check the link 8, it might provide a better answer than what I can.

Just a bit concerned as wherever i see a 3900x and a 5700xt/2080ti i see a 850/1000 watts smps

RTX 2080Ti founders edition consumes about 280w(1) that's almost 100w more than RTX 2070. In general people who play games will overclock their cards and aftermarket cards will be using more power than reference design so add all that and we are looking at about 330w to 350w in power consumption. If we add in the rest we are looking at almost 550w. It is always preferred to keep the SMPS load under 80%, so at 800w its is almost 68% load and at 1000w we are at 55% load, and gold rated power supply perform at their peak efficiency at around 50%. This is one of the reasons, there might be more and people with more experience than me will be best explain those.

Limiting your power requirements to 50% of total capacity is always optimal, but the cost of high power and high rated PSU is very high. So what we do is to find out how efficiently can the psu supply its power. A bronze rated power supply at 550w can and will supply 550w no problem with that, but at what cost(as in the amount of current that is been consumed to provide that 550w)?

For longterm point of view, i always preferred that there should be good margin of upgrade and detoriation , and with the time and use , smps also reduce there capacity. I have corsair 850 watts gold rated ,6 year old. Now output is max ~550 watts . Then over it auto shut downs . And this kind of patterns in another brand also.

Your comment remained me of an old(about 10 years ago, I am no sure) article from Corsair, in which they tested the smps at different temperate and stated that smps rated at higher capacity will actually output lesser power when the temperate raises. And also they mentioned that SMPS are rated in two different category 1.continuous power 2.peak power. Meaning that if a SMPS can reach 850w at peak for a couple of seconds but cannot continuously provide 850w, they are still allowed to claim it as 850w power supply.

I guess what you got might be the case of peak power rating. I am not sure though, this requires more research.

Totally agree with you , and technically you are 100% right , mentioned capacity on any SMPS (even gold, Platinum or whatever higher marketed capacity ). Safe side and long term SMPS life point of view, as a thumb rule Target for 50% capacity (of mentioned on the Sticker ) of SMPS for continuous use,
 
Does the 3900xt makes sense at 40000/-
Just a small calculation i made, or do i wait for 5000series.

I would recommend you to wait for 5000 series given that new generation will push down the price of older generation and if 5000 series offer better performance (as claimed) then it will be better to upgrade to current gen processor. I tried to find out if your motherboard supports 5000 series cpu but I was unable to do so, I would suggest you to first find that out.

In that case, I would strongly recommend you to wait for AMD 5000 series. I just saw their performance presentation and it sounds impressive, It appears the performance boost is significant(their claim). If their claim holds water then you will be able to get a better deal for the price paid if not, then the new generation will definitely push the price down so you can by the same at a better price, so win-win in both situations. Unless you need them for work and need them urgently.

If I am not mistaken your workload can be offloaded to GPU, in that case your GTX 1060 has to bear the load for some more time ;)

1) You need to upgrade RAM. Get 2x16GB 3600MHz C16/18 sticks.
2) Wait for 5xxx series or get 3600XT now and upgrade to 5900 later.

I am also in the same boat. Have a silicon lottery 3900x but planning to go for 5900x if the different is more than what I am expecting it to be with new gpu's !
