0-20k Need help with a plex server for 4K media(no games)

I have a synology ds218 NAS. It has problems playing wmv files and some high bitrate 4K media to my android 4K tv.

can someone suggest a PC build for a plex server that can transcode those files without issues. Hardware acceleration support for plex would be nice, I have a plex pass subscription.

already have display, keyboard, mouse, 2TB 2.5” SATA HDD.

if budget goes above 20k, then nvidia shield tv at 25k looks appealing.

I wonder if this one below is a bit underpowered. It has intel j5005 processor which seems to have quick sync for hardware transcoding.

Do you want to consider a MI TV 4K? It plays 4K media perfectly well from a 4TB external HDD.

No Ethernet. Only USB2, 3.5mm headphone jack and power. It is an Android device which can support VLC and MXPlayer so will play everything.

I’ve tried them all and I keep coming back to Plex.

I also have a lifetime plex pass subscription and this want to take advantage of the hardware acceleration feature that provides.
