Budget 21-30k Rig Updatge for Video Editing (RX 5500XT need help)

And reuse your GPU, SSD, Monitor and all.

Thanks. I don’t need RAM and HDD though. I just want MoBo and CPU that’s compatible with 5500xt within 25-30k. I can extend my budget for PSU
 
Current generation CPU supports DDR4 RAM, not DDR3. There is no point in sticking with old RAM sticks when updgrading. Sell it to fund your new rig.
If you can spend little over 30k, you can get i5 10400F combo.
10100F+B460+16GB RAM+Bronze rated 450w PSU ~ 26.5k 25k
Ryzen 3100+B450+16GB RAM+Bronze rated 450w PSU ~ 32k 26.5k
10400F+B460+16GB RAM+Bronze rated 450w PSU ~ 25k 32k
If you're thinking about getting new cabinet, add ~3k for branded or 1.5k for generic case.
Don't worry about GPU compatibility. It's compatible with any build you go for.

Thanks a lot. Would Ryzen 3600/ 3500x + B450 Tomhawk Max give better performance if I can stretch my budget?
Can I manage with existing RAM for another two months ?
 
With current pricing, I don't find 3500X is a value option. 10400F and 3500X costs the same but 10400F performs better.
Ofcourse R5 3600 is better, but at a cost. This would cost about 37k.
Sorry, there is a correction in my previous post with regards to total.
You can't use your DDR3 RAM with any of the builds suggested. It's not like USB pendrive, they're not backward/forward compatible. DDR3 RAM can't be installed in DDR4 slots and vice versa.
