There are around 40 Lakhs of population in PoK, those who want that area should also find ways to manage that population.
If I remember right, even Lal Bahadur Shastri didn't want the burden of dealing with those and providing them minimum services like PDS / ration, while we are finding that already burdensome.

Human rights wale nanga dance chaloo kardenge Indian embassy ke samne worldwide.
Don't mind their nanga naach for few days.
But, India may be sanctioned to oblivion from majority of countries in the world.
Even otherwise, the real world logistics to humanely achieve this will be next to impossible.
Though I would like to see this happen, wondering what 'out of the box' idea could be possible in such a scenario.

If one read about that in brief, don't think our own people neither can hold that level of cruelty, nor would've the heart to do that. Even reading that is PSTD inducing, damn sure Pak terrorists will enjoy such a scenario though.
A country with conscience of India will not be able to handle that, though times are changing... :(

Exactly the reason we stepback each and every time, we are bound by rules, ethics and morality.
Which often seems to be lacking on the otherside.
And this is exactly why i fear in the long run we are the one's who will suffer most
