Rule of law means a citizen can take a government down. Never forget that.

Govern by law which is what you find in China is another matter.

Just think about what you're saying here. Accusing murder of the very people whose job it is to uphold the law. That is a very serious charge.

Not saying it doesn't happen but to imply it's a trend or somehow tolerated by the system is an exaggeration.

Seems there was an mistake / ambiguity in my posting, sorry for that. I wanted to raise the doubt whether Indian students will be effected by newly introduced law. I feel the law shouldn't be having any effect on American citizen enrolling because law is about foreign students.
That is against the law. And no you don't get to gun down people willy nily.
If one follow what's actually happening in real world, yeah in some cases it is against the law and willy nilly. Not just killing, but in-numerous assaults, injuries and other legal torments. Just wish washing away all those will not negate those gross injustice against own citizens.
