PC boots up, no video output

Hi, everyone. Need your suggestion/advise regarding desktop computer issue.
OS - windows 10 64bit
CPU - Intel i5 12400
CPU cooler - Deepcool AK400
Mobo - Ashrock B660 Steel Legend
RAM - Corsair lpx 3200 mhz 8GB x 2
GPU - Sapphire AMD rx6700
PSU - Corsair RM850x
OS storage - WD Blue 570 nvme 1tb, and 3 wd hdds for data.
Monitors - Dual Monitor
* 3 - chasis fans
Cabinet - CM 690 II.
PC age - 2years and 2 months.
Used approx 15hrs everyday.
Use - Mostly browsing, light work stuff, game played approx 6 months ago.

PC built in July 2022, was working fine till a week back.

Since past 2 days would sometimes Restart by itself when in sleep mode few times a day. Same happened today twice till evening.

Yesterday at around 10pm same happened but it has shut down by itself. Tried powering On - Mobo RGB lights were on - CPU cooler fan was running but none of the chasis fan ran, tried to boot but shut down after startup ashrock logo. Happened thrice.

Removed bios battery, waited 2 minutes then re-inserted battery and tried to power on PC. - CPU cooler + all 3 chasis fans running, no video output - on discrete or dedicated GPU. - At first few attempts to power on - Boot Led on Mobo was constantly ON.
Then on subsequent tries to power on through power button - CPU and RAM both leds remain constantly ON.

Remedies tried by me till now -
1- disconnecting every peripheral.
2. Removing CMOS battery many times.
3. Removed, cleaned both RAMs, tried to test with single Rams on all 4 slots.
4. Remove - reseat - repaste - CPU.
5. Connected spare PSU with Mobo and CPU connection only.
NOthing helped.

Issue - CPU + chasis all fans running + CPU and RAM leds on Mobo constantly ON. No video output on Mobo or Discrete GPU.

Please guide/ advise further course of action if and how it can be resolved.

Can be an issue with processor too. Just RMA'd a new 12400f with similar issue of no display, the moterboard should have some led indicators to show the exact issue.
Check if power led or diagnostic led is blinking and check corresponding error codes.

Yes, CPU and DRAM leds are constantly ON, no display output.
How many days it took to get RMA replacement CPU from Intel ?
 
As per tech most probably my Ashrock b660 steel legend motherboard is faulty, i'll have to give it for RMA. It might take 15-30 days for RMA, as told by Delhi TVS electronics service centre on call.
TVS Electronics on call said, they don't take product for RMA throuh courier/parcel. Will have to hand carry to service/collection centre. Which i am unable to do right now.
Anybody has experience with Ashrock RMA- how is it?
In the meanwhile, please suggest a motherboard for i5 12400, any deals on motherboard? - It should have atleast 2 video outputs @ 1 -DP and 1 - HDMI.
Till now have searched and found 3
1. Asus Prime H610M - E DD4 @ 6400 on MDComputers.
2. Gigabyte H610M S2H DDR4 @ 7403 on Vedant Computers.
3. Ashrock B760M - HDV/M.2 DDR4 @ 8604 on Vesant and MDComp.

Please give your suggestions. for cheap, reliable - H610/B660/B760 motherboard.
 
As someone who have worked on a lot of different mobos, i feel like Asus mobos are the most consistent one, their aftersales service (handled by F1 info solutions) is crap though. Gigabyte and asrock seem to have a lot of posting issues without any obvious fault to be found especially in their budget range. But still, take my experience as a grain of salt as I could be just unlucky.

As per your experience with various motherboards, Asus is preferred on as compared to others - did i get it right ?
another query - will h610 ddr4 pose any performance limitations for 12400 ?

First of all its Asrock not Ashrock even if your mobo has gone into ashes!
Dont go with gigabyte and assrock again but Asus is the way to go for. Pick the ones fitting your budget.

Another friend was on Gigabyte but due to DualBoot function he face some sort of issue and build new system AMD + MSI and just in 30 days MSI developed some issue but got repaired after another 30 days and since 2019 no issue with.

OP did you check HDMI Cable?

Finally ordered Asus Prime H610M-E D4 from Mdcomp.

Finally ordered Asus Prime H610M-E D4 from Mdcomp.
My last 2 asrock mobos worked for 9 and 10 years respectively despite systems being used for 15-16hrs everyday. The latest - B660 Steel Legend one gave up lst week in 2 yrs, despite being not used for 10 months last year.
Yes, Replaced HDMI cable with Spare ones, Checked both DP and HDMI cables through a laptop - both monitors and cables are working fine.

Will report back after i receive new mobo. Fingers crossed and hoping that only mobo has gone bad not CPU and RAM .

after June 2020 maximum products that came from China is really really cheap, China keep maximising profit on OLD Reputation of Brand and Brands too seems no option but to buy from China a cheap at premium & refuse warranty as soon as buyer claim it .... all BRAND adopted same policy for warranty or else charge near or equals to product and offer warranty (like Lenovo)

I know it is too late but just for info, faced this same issue recently on a brand new asrock mobo & the reason was faulty ram. However, after replacing the mobo the vga led remained on & to keep a very long story short, never try testing asrock mobo without a working monitor/screen, keyboard & mouse all connected to the mobo & working (aka mouse sensor light & keyboard caps/num lock led turn on after powering the system).

It appears thats the case. I had a doubt regarding quality of products thatswhy i had to ask form members for recent experiences regarding Brand with least possibility of failure.

Processor rarely go bad unless physically damaged which in case of amd pre-7000 series would mostly mean bent pins on processor which would result in processor not fitting correctly in mobo socket & in case of intel would mostly mean motherboard socket pins bent resulting in improper fitting of processor in socket. Ram on the other hand has more chances of going bad & in case of new pc sometimes even incompatible ram may cause pc to hang at post stage with cpu & ram led stay on. That is why I always suggest to get two sticks of same ram model not just for dual channel ram benefit but also for easier troubleshooting in cases like these.

I am using dual channel RAM i.e 8GB x2 ram sticks.

In my scenario it was a faulty process which was DOA as it never worked. No issues on motheraboard side. Also Intel service center said that sometimes this can happen .

How was your RMA experience for Intel. Please tell me the process for Intel "incase I need to avail it".

RMA experience was very good, you need to raise a support ticket and troubleshoot with them and share steps taken and answer their questions. Post which they will share an order no and the nearest service center. I walked in to the service center with the order no and they physically checked and inspected for any damages and serial details post which they accepted the same. It was sent to their technical team for testing, within a couple of days they responded back a new replacement processor will be shipped. in 2 days got the same via bluedart.
