As stated by rdst_1, you may or may not require a hub, based on what type of LED buld/ device it is.
I use a raspi2 running Home Assistant as the hub, so that it can connect everything, and then i uses the echo to operate those

I also think you should just get the echo, instead of the echo plus.
I believe they changed this recently. All external connections pass through their servers. Which also means that if plex web is down, you cant stream from your own server over the net :/
I agree with Hades. i myself built a 1600 based system a month ago. Very happy with it overall.
As for the motherboard, i got the B350 Mortar from MSI, since i wanted an matx board with 2x16 pcie slots (one for the GPU and one for an add on card.

Your price may be higher, given that its situation (imported device with warranty already started, and hence less than 3 years, although by a few months)
Its a good device, which becomes great depending on the number of smart devices you connect to it. Im currently using it with Yeelight's, and will soon add my plex server and client to it.
