You wont need the Decryption Skill in ME 2, so don't worry. You were getting 'Decryption Skill too low' in ME1 because you were playing Soldier class. Also, engineering skills of your team members might be low.

don't go for Docomo, they have poorest network among service providers. You will never get any signal. Among mobile service operators Vodafone is best, it's little pricey, but that what you pay for quality. Better go for Airtel then, it is like choosing bad among the worst.

I believe ppl who didn't get the perfect ending are the one's who enjoyed the game most coz making mistakes are part of human life. But if ppl get perfect ending without help of any guides or suggestions, hats off to them.
