Power failures are big problem in India......my UPS blew (was a cheap microtek)....... I would suggest try disassembling your rig and reconnect everything back after it and then a clean install , preferably from a bootable USB pendrive.

Its not a big problem usually these don't come out with the heat sink. They actually have a separate safety lock to remove the processor, So the processor wont come out till you have unlocked your safety lock and there are different screws to take out heat sink. Just follow your motherboard...

Can you get the POST BIOS Message ....? Usually you can get to it by press [tab] when the system is starting. If yes it can show you the problem you are facing. Also try resetting BIOS setting by jumper.

Could you describe the nature of freeze.....I mean did you see checkered distortion of graphics? or something like it. If yes... your card is asking you to replace it. It happened with me with my new 550ti. My screen froze completely. But yes if you plug the same card after 2-3 days it works...
