All of the above will have no trouble getting you to 4 ghz. If you want to be very sure then the best chances are with a Xeon. Look for the W3520 or W3530. Those are binned better by intel and generally have slightly better silicon and IMC's. Hence slightly better chance of getting to 4 Ghz...

I would say for the 3.5K difference its not worth the trouble. What if that board is doa ? or it develops some issue in a few months. ? 3.5k for 5 years warranty + peace of mind is worth it IMHO :) Cheers !!
