Photoshop can be complicated or somewhat basic depending on your skill level. You can definitely do the things you are trying to accomplish in Photoshop without being an expert. You can always ask other TE members for help if you get stuck... and Googling it will bring up all kind of tutorials...

If you have a 64bit processor there is very little reason to use a 32 bit OS anymore and most newer drivers are available in 32 and 64 bit versions.

I played with a Nexus owned by a Google employee.. what a beautiful phone!!! They just went on sale with a T-Mobile 2 yr contract for $179.00 in the US. I'm debating..... with the rate that Android phones are now being released I am sure the prices will continue to drop all over.
